Lightbulb About Leadership

I have a Paragon that I've been playing since NF was released I love the class and its general idea but there is one pretty big problem that the paragon has and that is they have a very hard time playing in smaller parties due to their energymanagement problems

Paragons are more or less banned from any 4 player parties this makes them pretty useless in TA/RA/AB well sure there are builds that make it possible for them to play there aswell but they are very limited.

My suggestion is that Anet change the description of leadership from:
"You gain 1 Energy for each ally affected by one of your Shouts or Chants (maximum 1 Energy for every 2 ranks)."
to...
"You gain up to 2 Energy for each ally affected by one of your Shouts or Chants (maximum 1 Energy for every 2 ranks)."

This change will make the paragon able to play in smaller parties while not making them too powerful and hopefully allow them to play with real people since they dont have to have the intire party within earshot to be able to use their shouts and chants and get a decent amount of energy back.

Another change could be to allow them to gain energy back whenever any skill affect a partymember and not only limiting them to Shouts and Chants, this would give them synergy with other classes besides the warrior class since the way they are now they are nodoubt the class that is most restircted when its comes to synergies with the other classes.

What do you guys think about this?
